Toronto-based Starlight Investments has closed its second UK build-to-rent fund at £680 million — one of the largest specialist capital raises in the sector. Combined with debt, the fund is expected to deliver approximately 6,000 rental homes, placing Starlight among the UK's top four BTR operators. The UK Government's National Housing Bank anchored the raise with £100 million in equity. Three developments are already underway: two high-rise towers in Manchester (532 and 517 units respectively) and a 492-unit mid-rise in Basildon, Essex. The fundraise comes against a difficult backdrop — annual UK BTR construction starts fell 79% year-on-year to just 3,455 homes in the 12 months to June 2026, according to RE:UK and Savills data.

Locally, that dynamic supports rental yields in well-located urban nodes. Agents and developers should monitor whether the SA government's housing finance institutions — like the NHFC — could play a similar anchor-investor role to unlock private rental development at scale.
